Three-Year Environmental Action Plan to realize the Decision on Implementing Scientific Concept of Development and Strengthening Environmental Protection by the State Council.

During the World Environment Day on June 5, 2006, various types of publicity campaigns were made to highlight the Chinese theme ¡°Ecological Security and Environmentally Friendly Society¡±, which was in accordance with the UNEP theme ¡°Deserts and Desertification¡±

The publicity activities of China Century Environment Protection Campaign (Shanghai) were pressed ahead around the theme ¡°Promote the Construction of Resource Efficient Society¡± through organizing twice intensive interviews. In addition, a selection of Good News Stories of China Century Environment Protection Campaign (Shanghai) was expanded.

The government affairs regarding environment, as well as environmental publicity via internet, was greatly facilitated through official environmental websites, ¡°Shanghai Environment¡± and ¡°Shanghai Environmental Hotline¡±. The websites received 221 million hits in the whole year. There were 23,351 pieces of environmental information of news released via the websites. The surveys for public comments on environmental impact assessment were conducted 70 times. New progresses were achieved for green communities and there were 7 schools were selected as the National Green School, such as Xiangming Middle School.

XII. International Cooperation

Three cooperation projects between Shanghai and Italy were pressed ahead, which are Shanghai Air Pollutant Emission Monitoring Project, Research of the Eleventh Five-year Environmental Protection Plan and Key Technologies for Ecological Construction of Chongming Island, and Organic Farming System and Techniques for the Promotion of ¡®Green¡¯ Agriculture in Dongtan Chongming Island.

577 persons of 87 groups from foreign countries and international organizations visited Shanghai Environmental Protection Bureau in 2006. 126 persons of 41 groups attended field studies, exchange events and training abroad such as Italy and Germany. 11 foreign experts of 7 groups were invited to Shanghai, addressing lecturing and communication. The International Forum of Resource Recovery in Shanghai, 2006,jointly held by Shanghai Environmental Protection Bureau, Shanghai Association of Environmental Sciences, and ICM Co. Ltd from Switzerland attracted more than 200 representatives from 20 countries of the world to participate in.
