Protection Bureau, commissioned by the Municipal Government, formed a general mass load control plan on local SO and COD correspondingly, setting concrete objectives for 2 each district government, relevant agencies and local entrepreneurs under the Central Government.

Major pollutant emissions have been restrained initially. Flue Gas Desulfurization facilities have been installed and operated in two units with 300MW capacity in Waigaoqiao Power Plant and one unit with 350MW capacity in an internal power plant of Baoshan Steel Company.

Urban sewage collection rate has amounted to 71% and treatment capacity has reached 4.879 million tons/day. The amount of SO and COD citywide has been reduced by 2 1% and 0.7% respectively.
Commencement of the Third Round of Three-year Environmental Action Plan. January 12, 2006, the Municipal Government convened a steering conference for initiating the third round of Three-year Environmental Action Plan. The first government file of the year, declaring the commencement of the new round of Action Plan, was released in the name of the Municipal Government. Till the end of the year, there was a great
progress in key sectors and projects. Among the 156 projects, 16 projects were completed, 83 started and 48 approved. All the 98 management projects were launched, and 16 completed of them were already completed.
